Our work in HIV and AIDS is built on our internationally recognised expertise in health systems. We remain committed to helping integrate prevention, treatment and care into broader health systems development.
We also support coordination of responses across sectors and funding sources.

The issue
The field of HIV and AIDS is very fast moving. In recent years there has been renewed action to tackle the disease through reductions in prices of anti retroviral therapies for treatment, and through the development of global health partnerships and large scale bilateral and multilateral programmes which have made huge sums of money available to fight AIDS.

Despite the transformation in financing HIV and AIDS programmes, many countries are still struggling to develop comprehensive policies and responses. There are many reasons for this, but some of the problems stem from:

  • weak health systems: common in many high prevalence countries and which can severely challenge a country’s ability to scale up and deliver treatment;
  • national institutions responsible for HIV and AIDS: such as National AIDS Commissions which are tasked with coordinating the AIDS response but often don’t have the mandate or capacity to deliver this;
  • country-led processes: the challenges of ensuring financing, monitoring and evaluation processes for new sources of funding use and develop existing country systems.
Our work
Our focus is on:
  • supporting the development, implementation and monitoring of multi-sectoral responses in HIV and AIDS;
  • working with private sector providers and supporting the business response to AIDS;
  • evaluating and reviewing existing aid architecture that is supporting the harmonisation and coordination of national HIV and AIDS responses;
  • supporting multi-lateral agendas including the work of the Global Fund to Fight AIDS, TB and Malaria.
Our team
Our HIV and AIDS team supports the work of both HLSP and the HLSP Institute. The team’s technical specialists have extensive experience of working in high prevalence countries and skills in health systems development, HIV and AIDS treatment and care, and reproductive health policies and planning.
